Nestled amidst the pine-clad mountains of Baguio lies Camp John Hay, a historic expanse that has witnessed the ebb and flow of time, from its origins as a U.S. military base to its transformation into a cherished local retreat. 


Recent developments have once again thrust this iconic site into the spotlight, as the Supreme Court rendered a decision that not only redefines property rights but also profoundly impacts the lives of those who call this area home. 


The Heart of the Matter In April 2024, the Supreme Court upheld an arbitral ruling mandating the Camp John Hay Development Corporation (CJH DevCo) to vacate the 247-hectare property within the John Hay Special Economic Zone. This decision effectively returned control of the land to the Bases Conversion and Development Authority (BCDA), concluding a protracted legal battle over lease agreements and development commitments.

"I dream of bustling markets again, where our culture and crafts are celebrated."

Carlos worked as a maintenance supervisor under CJH DevCo. The transition has been challenging, leading to job insecurity for many like him. "We dedicated years to maintaining the beauty of this place," he shares. 


The BCDA has announced intentions to integrate former employees into new projects, but the interim period remains a time of anxiety. A Vision for the Future The BCDA envisions a rejuvenated Camp John Hay that honors its rich history while promoting inclusive growth. Plans include attracting fresh investments to boost the local economy, creating public spaces accessible to all Filipinos, and preserving the area's natural beauty.

Elena has long championed the conservation of Baguio's green spaces. She views the Supreme Court's decision as an opportunity to implement sustainable practices. "We have a chance to set a precedent, showing that development and environmental stewardship can go hand in hand," she asserts.

Owning a small eatery near Camp John Hay, Jose has seen fluctuations in patronage over the years. He believes in the resilience of the community. "We've faced challenges before, but our spirit remains unbroken. With unity and clear vision, we can make Camp John Hay a jewel of Baguio once more."
